Applying for Authorised Declarant status

Walkthrough for Irish Importers


STEP 1 — Confirm you need to apply

You must apply if:

  • You are established in Ireland, and
  • You import CBAM goods into the EU, and
  • You will continue importing from 2026 onwards

 During the transition period (2023–2025), you report CBAM quarterly,
 From 2026, you must be an Authorised CBAM Declarant.


STEP 2 — Prepare Irish-specific prerequisites

Before logging in, ensure you have:

EORI number issued in Ireland
EU Login for the person submitting
✔ Company legal details (CRO-registered entity)

For Ireland, the National Competent Authority (NCA) is the Environmental Protection Agency.


STEP 3 — Log into the CBAM Registry

  1. Go to the CBAM Registry
  2. Log in using EU Login
  3. Confirm you are acting on behalf of the Irish legal entity

 At this stage, no application number exists yet

STEP 4 — Open the Authorisation Management Module (AMM)

  1. From the dashboard, select:
    Authorisation Management Module (AMM)
  2. Click Apply for Authorised CBAM Declarant status
  3. Choose New Application

If AMM is not visible:

  • Your EU Login is not linked to the company correctly, or
  • You do not have the correct role

STEP 5 — Enter core Irish importer details

You will be asked to enter:

  • EORI number
  • Member State of establishment: Ireland

✔ The system auto-populates:

  • Legal entity name
  • Registered address (from customs systems)

STEP 6 — Complete the application sections (sector-specific)

A. Role

  • Confirm you are the Importer

B. CBAM Goods

  • Select Iron and Steel, Aluminium, fertiliser, hydrogen, cement etc
  • Indicate expected annual volumes
    (estimates are acceptable at this stage)

C. Compliance Capacity

Confirm that your organisation can:

  • Submit annual CBAM declarations
  • Engage with steel suppliers on emissions data
  • Purchase and surrender CBAM certificates (from 2026)

 No emissions data upload is required at application stage.

STEP 7 — Submit the application

 This is where the application number is created

  1. Click Submit
  2. Confirm submission

Immediately after submission:

  • The system generates a
    CBAM Declarant Application Number
  • Status shows “Submitted / Under Review”

This number is:

  • Displayed on screen
  • Stored under AMM → My Applications
  • Used in all correspondence with the EPA

STEP 8 — After submission (Irish process)

  • The EPA reviews the application
  • They may:
    • Request clarification
    • Ask about supply chains
    • Seek confirmation of compliance arrangements

 Always quote your CBAM Declarant Application Number when replying.

Once approved:

  • You receive Authorised CBAM Declarant status
  • A CBAM authorisation identifier replaces the application number

Importer mistakes (very common)  Expecting Revenue or EPA to issue a number manually
 Looking for a number before clicking “Submit”
 Confusing it with quarterly CBAM report IDs used during the transitional period.
